Is having SSL for a forum a good idea at all? What is SSL best used for?

Not really useful for forums, more suited to e-commerce where credit card transactions take place.

Okay cool. I was thinking about getting some but if there is really no need, then why bother the expense right?

Unless you're going to be passing sensitive data through the site, then I wouldn't see the need.

That and you also have to give justification for the IP's you use.

You were going to get something before knowing what it was?

In all my experience I have never messed with IPs or SSL so I didn't know :)

You could use SSL if you wanted to protect the passwords of your members on your forums from potentially being sniffed as they crossed the internet but it's not something that is required or even really suggested.

I do suggest that you have your forum members change their passwords periodically from once every 3 to 6 months or so.
