    ACP - Search For Users, click Permissions (next to Username) and select Allow for Follow Message Moderation Rules.

    Thanks a lot for the fast response, I really needed to know this right now and it is my first time using it, I bet you all can guess why too :D I had that page up myself but I really wasnt sure if the follow message moderation rules would sort it and knowing me I would have set that to Never lol thank you :)
