I think it would be more obvious if the warning would say something like: You need to have 30 posts and be a member for at least 7 days in order to download this file. Instead of: You do not have permission to view this page or perform this action.
Many sites have various requirements before all site perks kick in. You can thank spammers for this and rarely will an Admin say up front what those requirements are. Even my moderators don't know what the post threshold is before a new member is automatically promoted to full member status. If someone signs up just so they can download something, most admins don't want those types of folks around to begin with.

Actually, I never used XenForo, and didn't realize the post dates were under the signatures until today, I only replied to stuff on the top 5 of a section. You seem like the kind of person that drives away new users.
