Do you need a certain amount of posts/rep/whatever to give reputation?

    I've got quite a few recent rep comments where the icon is greyed out, so does that mean the rep giver wasn't able to give any reputation or so?

    A user must have at least 20 posts and at least 10 reputation points before their reputation counts on others.

    How many rep points do members start off with here? The default is 10 pts.
    I've given out more than 10 reps on this board already, from day one.
