Your users want to know the forum rules and your rules are there to meet the questions of your users.
As Shawn shows us in this post:
Forum Creation: Creating Policies 101 we want to answer these questions.
The first thing we should do is make the layout to these questions in a format like a Q and A on the forum rules or somewhat like that.
So heres my guide to setting up your forum policies. Please use
Shawn's Guide for writing the policies.
First add a new FAQ Category called Forum Policies, from your admin CP page. Next, add a Child Category called Forum Rules, now in the forum rules, make a sub category for every rule that you want to put in place on your forum.

Now, you want users to know that its actually your forum rules in the FAQ as well. So why not change all the FAQ Links.
Go into the Languages section and Find Phrase FAQ (its the global phrase entitled FAQ), put in the translation box FAQ/Rules. Now all your links will show that the rules are in there as well.
Now, you can add to your FAQ and change the rules at any time.
